Key features of the Constitution

Formal establishment

The West of England Combined Authority Order 2017, in force since February 9, 2017, officially established the Combined Authority. Governed by the statutory provisions outlined in this Constitution and the Combined Authorities (Finance) Order 2017, we operate as a crucial entity to give life to the devolution deal with the government.

Devolution for empowerment

The Constitution facilitates the transfer of powers and funding from central government to local government, providing the West of England region with enhanced control over critical matters such as local transport, strategic planning, skills development, and economic growth.

Statutory functions

The West of England Combined Authority Order precisely defines the statutory functions of the Authority. The terms of reference are limited to the discharge of these functions, ensuring a focused and effective approach to regional governance.

Governance Structure

Joint Committee for Collaborative Action

The West of England Joint Committee, established under relevant legislation, consists of representatives from Bath and North East Somerset Council, Bristol City Council, South Gloucestershire Council, and North Somerset Council. It addresses functions beyond those outlined in the West of England Combined Authority Order, including the West of England Joint Spatial Plan and Joint Transport Plan.

Local Enterprise Partnership (LEP) Collaboration

The West of England Local Enterprise Partnership (LEP), operational since 2011, plays a pivotal role in shaping local economic priorities. Formed through collaboration with local businesses, universities, and combined authorities, the LEP works in tandem with the West of England Combined Authority Committee and the West of England Joint Committee, providing recommendations and contributing to economic growth and job creation in the region.
